2025 Cosmetic Law Updates — Retinol Limits & Newly Banned Ingredients

So I’ve been wearing red lipstick more often — a small reminder that makeup has always been a classic women’s tradition, and I love keeping it alive.But beauty must also stay safe — and this is where the new cosmetic regulations for 2025 become extremely important.In 2025, the European Union introduced significant cosmetic law updates that will directly affect popular skincare and nail products. First, new restrictions on retinoids come into force on 1 November 2025: retinol and its derivatives (Retinol, Retinyl Acetate, Retinyl Palmitate) will be limited to 0.3% in face products and 0.05% in body lotions, and all formulas must include the warning: “Contains Vitamin A. Consider your daily intake before use.” Many high-strength retinol serums that previously exceeded these concentrations will need to be reformulated or removed from the EU market.In addition, the EU adopted Regulation (EU) 2025/877 in May 2025, updating Annex II of the main Cosmetics Regulation EC No 1223/2009, adding several newly banned substances — especially those classified as CMR (carcinogenic, mutagenic or toxic for reproduction). One of the most impactful examples is the full prohibition of Trimethylbenzoyl Diphenylphosphine Oxide, a photo-initiator widely used in gel nail polishes. From September 2025, products containing this ingredient will no longer be legally allowed on the EU market.These reforms show how cosmetic safety standards continue to tighten, pushing brands to reformulate products, improve transparency, and ensure stronger consumer protection.
