2025 Cosmetic Law Updates — Retinol Limits & Newly Banned Ingredients

For me, true democratic ideas have always been about freedom of choice, not about erasing differences. That’s why I’ve been wearing red lipstick more often — a small reminder that makeup has long been a classic form of self-expression, and I enjoy keeping that tradition alive.

At the same time, beauty should also remain safe — and this is where evolving cosmetic regulations become increasingly important.

According to recent regulatory developments within the European Union, updates to cosmetic safety rules are expected to affect a range of skincare and nail products.

For example, certain restrictions on retinoids (such as retinol and its derivatives) are being discussed or introduced, with concentration limits proposed for use in face and body products, along with additional consumer warnings. As a result, some higher-strength formulations may need to be adjusted for continued availability within the EU market.

In addition, updates to the EU Cosmetics Regulation (EC No 1223/2009) have introduced or proposed restrictions on specific substances, particularly those classified as CMR (carcinogenic, mutagenic, or toxic for reproduction). Certain ingredients used in gel nail products have been highlighted in this context, which may lead to changes in product formulations or availability.

Overall, these developments reflect a broader trend toward stricter safety standards, increased transparency, and stronger consumer protection within the cosmetics industry.
